Regular Board Meeting

The Bogalusa School Board met in a Regular Board Meeting at the Bogalusa City School Board Office Media Center, located at 1705 Sullivan Drive, Bogalusa, Louisiana, on December 13, 2021. The purpose of the meeting is to address information received from Department Supervisors, on December 13, 2021, during the Committee Meeting, regarding updates and approval requests.

1.) Approval of Minutes of Regular Board Meeting November 18, 2021. It was motioned Mr. Creel. A second was made by Dr. Williams. The motion passed with unanimous approval.
2.) Board Office Committee Report – None
3.) Recess to Public Session – Mrs. Theresa Keller, 1620 Normel Keller Street, Bogalusa, LA 70427, Spoke on the NAACP Executive Board. Wanted everyone to know the NAACP is here to help on every level and she is very concerned regarding problems at BCS from everyone who is wanting to attend to looking for methods to take kids out of the system. Parents and employees are sending kids out of BCS to other systems. All facets of the community need to come together and help jump start turning this system around. Rho nda Arinde, 826 E. 7th Street, Bogalusa, LA 70427 Wanted to introduce herself and let everyone know she is director for the NAACP Youth and gave a list of questions they would like answered regarding Covid. Dr. Patricia Keller, 1622 Normel Keller Street, Bogalusa, LA 70427 wanted to let everyone know she is here to help in anyway as the director of NAACP Education Committee and she would like to see every African American church get involved in support BCS schools. Wanted to address exactly what Zero tolerance is and the criteria for suspension and alternative school. Superintendent Tanner asked Dr. Keller, Mrs. Keller & and Mrs. Arinde to call and set up an appointment, after the holidays, to discuss their concerns.
4.) New Business
a. Approval of November, 2021 financial statements, General Fund, Food Service, Special Revenue and School Activities. It was motioned Mr. Kemp. A second was made by Mrs. Duke. The motion passed with unanimous approval.
b. Approval of E Rate Bid, Internet Access, WAN & Internet. It was motioned Dr. Williams. A second was made by Mr. Creel. The motion passed with unanimous approval.
c. Approval to advertise for BHS Track Replacement. It was motioned Mr. Creel. A second was made by Mr. Kemp. The motion passed with unanimous approval.
d. Approval of Forethought Consulting, Inc. Policy Update addressing the final two Acts of the 2021 Legislature regular session (ACT 102 & ACT 275). Updated policies Purchasing, DJE, Bids and Quotations, DJED, Sabbatical Leave, GBRHA, Sick Leave, GBRIB, Report Cards, IHAB, Parent Conferences IHAD, Student Welfare, JG, Expectant and Parenting Students, JQA. It was motioned Mr. Kemp. A second was made by Mrs. Duke. The motion passed with unanimous approval.
e. President Kates requested to add to the agenda Approval to name BHS Track after Coach Gary C. Magee. It was motioned by Mr. Kemp. A second was made by Mr. Creel to add to the agenda. The motion passed with unanimous approval. It was motioned by Dr. Williams. A second was made by Mrs. Duke to approve name the track after Coach Gary C. Magee.
4.) Superintendent Comments- Thanked Mrs. Keller, Dr. Keller, and Rhonda Arinde for coming with their concerns about Covid and asked that they call and make an appointment to see her. She further discussed the performance scores. Superintendent Tanner directed everyone to look at the attached Performance Score packet and explained ways we are going to improve these standards and scores and get new policies for educators to get their PRAXIS. 5.) Board Member Comments – Mr. Kemp stated we need to help the teachers who go above and beyond their jobs and recognizing/rewarding those who are doing their jobs. Would like to see everyone leading by example. Would like to see a policy in place for Board Members and their absences. Mrs. Breaux does not feel Chad was treated fairly when he did not show up for work the Monday after Thanksgiving break. It was all lies and everybody is not treated the same and she is sick of it. In addition, she believes parents and kids need to be heard and due process needs to be addressed for all. Covid is rampant again. Why are people being sent home without being positive. Need Covid policy to be revised. Also, why was BHS selling mask for $1.00? That is wrong. She also thanked everyone for their role in helping get the Millage’s passed. Merry Christmas. Dr. Williams thanked everyone for coming and thanked parents and community for stepping up and getting involved. Merry Christmas.
