AGENDA
The Bogalusa City School Board met in Regular Board Meeting at the Bogalusa City School Board Office in the Rev. Raymond E Mims Media Center, located at 1705 Sullivan Drive, Bogalusa, Louisiana, on APRIL 29, 2021. The purpose of the meeting is to address information received from Department Supervisors on APRIL 26, 2021, during the Committee Meeting, regarding updates and approval requests.

5.) Presentation of District Level Student of the Year Awards. Superintendent Lisa Tanner and Charmaine Reeves
a. 5th Grade Student of the Year 2021 – Landyn Jarrell.
Landyn’s Math Teacher, Rochelle Galloway, spoke very highly of him before presenting him with gifts and awards for being selected as Central Elementary Student of the Year. Other than maintaining a B average, at such a young age Landyn has already begun writing his first book entitled “The Journey”.
Kewanda August, Principal of Central Elementary, also presented Landyn with a gift bag on behalf of Central Elementary.
Landyn was accompanied by his parents, Brent Jarrell and Alaina Morris, and his grandparents, Richard Morris and Louise Kemp.
b. 8th Grade Student of the Year 2021 – Devin Adams.
Vanessa Smith, who has been Devin’s teacher in 6th, 7th, and 8th grade stated Devin has shown leadership in every aspect of his life. He is an exceptional scholar who has served in Jr Beta and maintains a 4.0 GPA. He plans to become a doctor who treats children who suffer from cancer.
Nick McIntosh, Principal of Bogalusa High School; Natasha Oatis, Assistant Principal of Bogalusa High School and Stacy Bond, Assistant Principal of Bogalusa High School all spoke highly of Devin as a phenomenal student and presented him with medals and gifts.
Devin was accompanied by his parents, Marshall Adams and Angelia Adams. Flowers were presented to Devin’s mother on behalf of the Bogalusa Middle School.
c. 12th Grade Student of the Year 2021 – Lena Glover.
Lt. Colonel Rashann Harris of the Bogalusa High School JROTC proudly acknowledged Lena as Lt. Lena Glover who serves in the Bogalusa High School’s JROTC Program. Although Lena was enrolled in dual enrolment classes and served actively with JROTC, she maintained a 3.9 GPA. As a high school student, Lena has shown maturity and presented herself as a true leader as she represented her school. She received the Superior Cadet Award, American Legend, The American Veteran Award, and Cadet of the Year. After graduation, Lena plans to serve in the United States Army. She will depart June 1, 2021, for Basic Tanning in Fort Jackson, South Carolina, where she will study to become a Human Intelligent Analyst. Nick McIntosh, Principal of Bogalusa High School; Natasha Oatis, Assistant Principal of Bogalusa High School and Stacy Bond, Assistant Principal of Bogalusa High School, all spoke of Lena being an exceptional example of a senior for the Bogalusa High School and presented her with gifts. They wished her the best in all her endeavors.
Lena was accompanied by her mother, Renita Glover. Flowers were presented to Lena’s mother on behalf of Bogalusa High School.
6.) Presentation to Deloris Walker, Finance Director, for receiving the Southeastern Association of School Business Officials (SASBO) 2020-2021Outstanding Business Official Award.
Deloris Walker received two awards. She was recognized by LASBO (Louisiana of School Officials) as the recipients of the 2021 Cypress Award. She received a second from SASBO (Southeastern Association of School Business Officials) as the recipient of the Outstanding School Official for Louisiana. Congratulations, Mrs. Walker! You are certainly appreciated! Thank you for all that you do for Bogalusa City Schools.
7.) Approval of Minutes of Regular Board Meeting – March 25, 2021. It was motioned by Mr. Kemp. The second was made by Mrs. Duke. The motion passed with unanimous approval.
8.) Board Officers and Committee Reports.
Kates extended his congratulations to all schools and board office recipients for their hard work and accomplishments.
Creel informed the board members and all others there was a Building and Grounds Committee Meeting and Personnel Committee Meeting on Wednesday, April 28, 2021, we covered a lot of territory about planning on how to use the extra monies that are coming in and as it is made available to us through the Federal Government. We plan to upgrade the air conditioners and roofs on some of the campuses. We hope to bring the facilities up to a better standard.
Breaux informed the board she was very elated with some of the ideas of Superintendent Tanner which involved new jobs that have been created to put people in place for the better of the BCS students. Breaux also mentioned she happy to have the summer school program this summer. Lastly, Breaux thanked Mrs. Tanner and her staff for teacher placement to help the BCS children succeed. She congratulated the BCS students who were awarded student of the year and their wonderful achievements. Breaux also congratulated Deloris Walker for her achievement.
9.) Recess to Public Session. Phlesher Mingo, an employee of the Bogalusa City Schools, asked the board if she can arrange to meet with the Personnel Committee concerning a matter.
10.) New Business
a. Approval of Revised Budgets and Financial Statements March 2021 General Fund, Food Services, Special Revenue and School Activities. Deloris Walker, Finance Department.
It was motioned by Dr. Williams. Second by Mr. Creel. Motion. The motion passed with unanimous approval.
b. Permission to distribute Sales Tax Checks to all full-time employees in May 2021. Deloris Walker, Finance Department. It was motioned by Mrs. Duke. Second by Mr. Kemp. The motion passed with unanimous approval.
c. Adopt millage rate for the tax year 2021. Deloris Walker, Finance Department. It was motioned by Mr. Creel. The second by Dr. Williams. All board members voted in favor to adopt the millage rate. The motion passed with unanimous approval.
d. Approval of copier leases. Deloris Walker, Finance Department. It was motioned by Mr. Kemp. Second by Dr. Williams. The motion passed with unanimous approval.
e. Approval of Forethought Policy GBQ – Retirement. Superintendent Lisa Tanner. It was motioned by Mr. Creel. Second by Mrs. Duke. The motion passed with unanimous approval.
f. Approval of Social Emotional Learning (SEL) Coach. Karla McGehee, Human Resources Department. It was motioned by Mrs. Duke. Second by Mr. Kemp. The motion passed with unanimous approval.
11.) Superintendent Comments – Lisa Tanner. Mrs. Tanner stated she is very proud of the Students of the Year 2021 and their accomplishments. It was wonderful to honor Deloris Walker in Biloxi, MS on last week and it has been a pleasure working with her.
12.) Board Members Comments. Dr. Williams - Congratulated the Students of the Year 2021 for an outstanding job. He also thanked Rev. Mims, a former board member who was present at the meeting, for being an inspiration to him
Mrs. Duke – Congratulated the Students of the Year and Deloris Walker for their accomplishments.
Mr. Curtis Creel – Congratulated Deloris Walker for managing the district’s finances. She’s an asset.
Mr. Ricky Killingsworth – Congratulated students and Deloris Walker. Killingsworth also thanked the parents of the students and the teachers for their hard work and effort.
Mr. Paul Kates – Congratulated the students and Deloris Walker for a job well done. Thanks to all for being a part of the Bogalusa City Schools.
