Proceedings of the Bogalusa School Board taken at the Regular Meeting that was held on Thursday, January, 2019.
The Bogalusa School Board met in a Regular Board Meeting at the Bogalusa City School Board Office Media Center, located at 1705 Sullivan Drive, Bogalusa, Louisiana, on January 31, 2019. The purpose of the meeting is to address information received from Department Supervisors, on January 28, 2019, during the Committee Meeting, regarding updates and approval requests.
1.) Call to Order – President Creel
2.) Pledge of Allegiance – Superintendent Lisa Tanner
3.) Prayer – Mr. Ricky Killingsworth
4.) Roll Call: X President Creel, X Vice President Kates, X Mrs. Breaux, X Mrs. Duke, X Mr. Kemp, X Mr. Killingsworth, X Dr. Williams
5.) Approval of Minutes of Regular Board Meeting December, 17, 2018. It was motioned by Dr. Williams. A second was made by Mr. Kates. The motion passed with unanimous approval.
6.) Election of School Board Officer - President – A motion was made by Mr. Kemp and a second was made by Mrs. Duke to nominate Curtis Creel as board president.
Roll Call Vote: Mr. Kates-Yea, Mr. Killingsworth-Yea, Dr. Williams-Yea, Mrs. Breaux-Yea, Mrs. Duke-Yea, Mr. Kemp-Yea. The motion passed with unanimous approval.
Election of School Board Office – Vice President – A motion was made by Dr. Williams and a second was made by Mr. Kemp.
Roll Call Vote: Mr. Creel-Yea, Mr. Killingsworth-Yea, Dr. Williams-Yea, Mrs. Breaux-Yea, Mrs. Duke-Yea, Mr. Kemp-Yea. The motion passed with unanimous approval.
7.) Mr. Bruce Sampson introduced the UNITY Summit Initiative which is an effort to initiate a community-wide paradigm shift toward cooperation and congeniality. He and asked the board to actively and openly lend it’s support and endorsement for this endeavor. Mr. Sampson also spoke about the upcoming BELIEVE summer camp.
8.) Teach of the Year Awards –
Tannye Steewart – 1st grade, Byrd Avenue
Corrine Harry – Special Education – Central Elementary
Amy Penny – 7th & 8th grade BHS Middle School Reading Coordinator & English II Teacher
Geraldine Gunulfsen – English 3 & English 4 – Bogalusa High School
9.) Principal of the Year Award – LaRobyn Houston – Central Elementary
10.) Board Officers and Committee Reports – NONE
11.) Recess to Public Session – NONE
12.) New Business
a. Approval of December, 2018 Revised Budget, Financial Statements, General Fund, Food Service, Special Revenue and School Activities. It was motioned by Dr. Williams. A second was made by Mr. Killingsworth. The motion passed with unanimous approval.
b. Approval to distribute 12 mills checks. It was motioned by Mr. Kemp. A second was made by Mrs. Dukes.

c. Approval of 2018 Policy Alert Update: Sexual Harassment (GAEAA), Recruitment (GBC), Employment of Personnel (GBD), Employment of Retired Personnel (GBDA), Sick Leave (GBRIB), Maternity and Adoptive Leave (GBRIC), Student Assignment (JBCC) It was motioned by Dr. Williams. A second was made by Mr. Kemp. The motion passed with unanimous approval.
d. Approval of 2019-2020 School Calendar It was motioned by Dr. Kates. A second was made by Mr. Killngsworth. The motion passed with unanimous approval.
e. Approval of Resolution to name January, 2019 as School Board Member Recognition Month. It was motioned by Dr. Williams. A second was made by Mr. Kates. The motion passed with unanimous approval.
f. Approval to update Committee & Board Meeting dates February – June, 2019. It was motioned by Mr. Kemp. A second was made by Mrs. Duke. The motion passed with unanimous approval.
13.) President Creel requested to add Item g. Approval to approve 2018 Audit Report to the agenda. It was motioned
by Mr. Kates. A second was made by Dr. Williams. The motion passed with unanimous approval.

14.) Superintendent Comments – Finally submitted the Super App today. We are working on getting all cameras up and working. Currently BHS has 96 cameras and 6 work added to the field house. We are working on getting quotes to add additional cameras to the front office and outdoor areas. In addition to working on getting Central & Byrd Avenue cameras up to date. Columbia Street School building has been vandalized and stripped. We have asbestos issues but need to get the building sealed again. Maintenance will work on a plan to secure the building. She gave board members an update on PreK3 and PreK4 student status. Informed everyone that she will pass our millage checks on February 1, 2019.
15.) Board Members Comments – Mrs. Breaux questioned Superintendent Tanner on why Daymon Mitchell was doing the cameras and not Mrs. Gill’s team. Superintendent Tanner agreed to speak with her at another time regarding this matter. Mrs. Breaux also expressed her concerns regarding teacher pay and student achievement and how important it is that we focus on this first and foremost. She also stated that she will always be for the Bogalusa City School System standing alone and that we will do anything & everything to keep it that was. She also expressed that she would like to see all board members help sponsor kids to the BELIEVE Summer Camp. Mrs. Duke, Mr. Kemp, Dr. Williams, Mr. Kates, Mr. Killingsworth & President Creel congratulated all the teachers of the year and LaRobyn Houston, Principal of the year and expressed their gratitude for their hard work and accomplishments. In addition, Mr. Killingsworth thanked Bruce Sampson for all of his endeavors he is working on in our city.
